Brian Jeffrey
Founder and Principal
Jeffrey Healthcare Consulting LLC
Brian Jeffrey is a healthcare leader with over 30 years of experience in the design, development, and operation of provider networks and managed care organizations. Brian is the founder and principal of Jeffrey Healthcare Consulting LLC in Corona del Mar, California, an organization that provides policy, management and analytical support to decision makers in physician groups, hospitals, and health plans. Brian has managed noteworthy projects including assessments of Medicare Advantage performance and growth strategies, partnership opportunities between hospitals and physician groups, and the development of innovative provider reimbursement approaches. Clients have included UC Irvine Health and America’s Physician Groups.
Prior to founding Jeffrey Healthcare Consulting, Brian served as Senior Vice President for Network Management at UnitedHealthcare. In that role, Brian led reimbursement strategic planning, provider payment mechanisms, and network technology initiatives for UnitedHealthcare’s national operations. Brian served in a number of roles during a 27-year career at UnitedHealthcare, including Regional President for Network Management for the West Region and Senior Vice President for Medicare Network Strategy. Brian came to United from PacifiCare Health Systems, where he was Vice President of Network Management for PacifiCare of California. Brian first joined PacifiCare in its Health Data Analysis department, where he led a team providing analytical and technical expertise in support of PacifiCare’s provider and health services initiatives.
Brian has extensive experience in healthcare financing in both the public and private sectors. Before joining PacifiCare, Brian was a healthcare consultant focusing on the CHAMPUS Initiative, the federal government’s program which provided care to active and retired military personnel and their dependents and survivors. He developed and implemented a variety of reimbursement initiatives while serving as Director of Institutional Programs for the Massachusetts Medicaid program. Brian was a Peace Corps Volunteer in the Sultanate of Oman from 1980-1982, focusing on disease control programs and childhood immunizations.
Brian received his bachelor’s degree from Tufts University and his master’s degree in Health Policy and Management from the T.H. Chan School of Public Health at Harvard University.
